German Confederation

history Maturity 11-13 Next article →

The German Confederation was a special group of states in Central Europe.

It was made of 39 states that mostly spoke German. This group was not a single country with one leader. Instead, it was an association of many different sovereign states. It was created in 1815 by the Congress of Vienna. This happened because the Holy Roman Empire had dissolved in 1806. The new group was meant to bring order to the region.

This group worked through one main organ called the Federal Convention.

This was not an elected group of people. Instead, it was made of representatives sent by each state. The representative from Austria always presided over the meetings. However, the Confederation had no head of state. This was because the Confederation itself was not a state. To make the most important decisions, every single state had to agree. This rule is called unanimity.

The history of this group began after the Napoleonic Wars.

In 1815, the 9th Act of the Congress of Vienna set it up. Later, a second treaty in 1820 set more rules. The group started with 39 members in June 1815. Over time, the number of members changed as states merged. For example, the Landgraviate of Hesse-Homburg joined in 1817. The Duchy of Limburg was also added in 1839. By the time it ended, only 34 states remained.

Even though it was a strong alliance, the group had many hard jobs.

The Confederation law was more important than state law. But the group was often weak because it was hard to agree. Most of its work was just for security and defense. The two biggest states were Austria and Prussia. These two powers often disagreed with each other. This made it very difficult for the group to work well. In 1848, people tried to change it into a unified nation.

In 1866, the Kingdom of Prussia won the Austro-Prussian War. This victory changed everything for the German states. Prussia became the new leader of the region. They first created the North German Confederation in 1867. Some southern states stayed independent for a little while longer. Finally, in 1871, the German Empire was proclaimed. This unified most of Germany under the Prussian king.
