González holds the record as the longest-serving democratically elected prime minister in Spanish history. His leadership was vital during the Spanish transition to democracy. This was the period when Spain moved from a dictatorship to a democratic system. He helped transform the nation's economy and social structures.

González was born on March 5, 1942, in Bellavista, Seville. His father worked as a small dairy farmer. As a student at the University of Seville, he earned a law degree in 1965. During his studies, he focused on labor law. At that time, Spain was under the dictatorship of Francisco Franco. Because of this regime, the PSOE was a banned, clandestine organization. González joined the party in 1964 and participated in secret activities. He even used an alias and moved to Madrid to continue his political work.

In 1974, the PSOE elected González as its secretary-general. This happened after a split during the party's 26th Congress. He led the party through the transition toward democracy. In the 1977 general election, the PSOE finished in a strong second place. This made the party the main opposition to the ruling Union of the Democratic Centre. After the death of Franco, González became a leading figure for the democratic opposition. He eventually won the 1982 general election with 48.1% of the vote. This gave him 202 deputies out of 350 in the Congress of Deputies. His government was the first since the Spanish Civil War with no members who had served under the previous regime.

His administration introduced many social reforms. These changes helped build a modern welfare state. González reformed university education and expanded the social security system. He introduced a 40-hour workweek and extended paid holidays to 30 days per year. The school-leaving age was raised from 14 to 16. Additionally, the number of educational grants was multiplied by eight.

He also established the National Health Service. This system focused on primary care for adults, pregnant women, and children. Between 1982 and 1994, Spanish social spending rose from 63.7% to 87.6% of the European level.

González also focused on the national economy and infrastructure. He pushed for the restructuring of the economy and expanded transportation networks. This included new highways, airports, and high-speed rail. His government also managed significant economic events. In 1983, the government nationalized the company Rumasa. This was done to protect the savings of depositors and the jobs of 60,000 employees. While the decision faced legal challenges, the government eventually won the conflict in 1986. He also supported Spain remaining in NATO. González established diplomatic relations with Israel in 1986. This was a major change from previous Spanish governments. In 1991, he became the first Spanish head of state to visit Israel.
