During the revolutionary period, Dong made difficult political choices. For several years in the 1920s, he stayed in both the Kuomintang and the Communist Party. However, tensions grew between these two groups. In the summer of 1927, he chose to side fully with the Communists. Following the Nanchang Uprising, he had to go into hiding. He spent eight months in Kyoto before traveling to the Soviet Union. From 1928 to 1931, he studied at the International Lenin School and the Moscow Sun Yat-sen University.

Upon returning to China in 1932, Dong took on many leadership roles. He worked in the Jiangxi Soviet as the Political Director of the Red Army Academy. He also served as the President of the Party School. During internal struggles for leadership, Dong supported Mao Zedong over Li Lisan. He participated in the famous Long March to Yan'an. In Yan'an, he became known as one of the "Five Elders." This group included Lin Boqu, Xu Teli, Wu Yuzhang, and Xie Juezai.

Dong also worked in international diplomacy. During the war with Japan, he acted as a liaison with the Nationalist government. In 1945, he traveled to San Francisco for the founding of the United Nations. He was the only representative from the Communist Party in this delegation. He traveled across the United States to build foreign friendships. After the Chinese Civil War ended in 1948, he was appointed Chairman of the North China People's Government. After the new republic was formed, he led the Finance and Economic Committee.

In his later years, Dong held several of the highest offices in China. In 1954, he became the President of the Supreme People's Court. In 1959, he was named Vice President of China. Even during the political turmoil of the Cultural Revolution, Dong remained prominent. Historians suggest this was due to his long-standing relationship with Mao Zedong. From February 1972 to January 1975, he served as the Acting President of China.

Dong Biwu died in Beijing on April 2, 1975, at the age of 89. His official obituary called him a founder of China's socialist legal system. Today, his legacy is marked by public honors. In 1991, a large statue was built for him in Wuhan. It is located in Hongshan Guangchang, a central square. The Hubei Provincial Museum also preserves his personal items to honor his life and work.
