He set up his headquarters in the Hotel Meurice. The city was in a very difficult situation. There were many people fighting against the German occupation. On August 23, Adolf Hitler sent a very harsh order. Hitler said that Paris must not be handed over to the enemy. He wanted the city to be left as a field of ruins.

Choltitz chose to disobey the order from Hitler. He decided not to destroy the city or its monuments. Instead, he surrendered the German garrison to the Free French on August 25, 1944.

He said he did this because he liked the history of Paris. He also thought the order was not useful for the military. Some people believe he had little control because of the French Resistance. Because he saved the city, many people call him the "Saviour of Paris."
