The history of the movement is tied to previous political tensions. Before the PRC was founded, the term "cultural revolution" meant eliminating illiteracy. After 1949, Mao launched the Campaign to Suppress Counterrevolutionaries to secure his government. Tensions also rose due to the Sino-Soviet split. Mao viewed Soviet leader Nikita Khrushchev as a "revisionist." He believed Khrushchev was altering Marxist-Leninist concepts. This caused a breakdown in relations between the two communist giants. Mao also feared capitalist tendencies were growing within China's own borders.
The significance of the movement is seen in its massive social impact. Estimates of the death toll vary widely between 1 and 2 million people. 
Notable examples of the chaos include the disruption of daily life and education. Schools and universities were closed for long periods. The National College Entrance Examinations were cancelled entirely. Over 10 million youth from urban areas were relocated. This was known as the Down to the Countryside Movement. 
After the movement, China began a period of major transition. In December 1978, Deng Xiaoping became the new paramount leader. He replaced Hua Guofeng and initiated the Reform and Opening up policy.
