Constantine depleted the abundant imperial treasury left by Basil II. He spent heavily on religious projects and personal gifts. Most significantly, he debased the gold currency of the empire. This was the first permanent debasement of coinage since Constantine the Great. He also expanded the aristocracy, which encumbered the state. In 1046, he gave a gift of 500,000 gold coins to the Fatimid Caliph. This gift alone weighed over two tons of gold.

Constantine attempted several administrative and legal reforms to manage the empire.

He tried to improve the legal system by creating a law school. This school was to be headed by a nomophylax, or law protector. He also created the office of Epi ton kriseon to support civil judges. These judges, known as kritai, were becoming more important than military commanders. To manage the powerful landowners, known as the Dynatoi, he used an early form of the pronoia system. This system granted them tax exemptions. He also gave many titles and money to the civil elite in Constantinople.

His reign was marked by both military victories and significant challenges.

Constantine won two civil wars and successfully fought off a Kievan Rus' raid. The Rus' fleet was defeated in the Bosporus using Greek fire. In 1045, he expanded the empire by annexing the Armenian kingdom of Ani.

However, he faced difficulties with the Pechenegs in the West. He also failed to stop the rising Seljuq Turks in the East. He dealt with a rebellion by his nephew, Leo Tornikios, in 1047. Constantine eventually put down the rebellion using bribes to win over the rebel army.

One of the most lasting legacies of his reign was religious. In 1054, Constantine oversaw the Great Schism.

This was a decisive split between the Catholic and Eastern Orthodox Churches. His treatment of the papal legates of Leo IX made tensions worse. These tensions existed between the legates and Patriarch Michael I Cerularius. Constantine died on January 11, 1055, from an infection related to arthritis. While some see him as an inept ruler, others see him as a reformer. He was perhaps the last emperor to attempt a coherent program of change before the empire's struggles intensified.
