It is located within the province of Chubut, positioned on the coast of the San Jorge Gulf. This gulf is a significant inlet of the Atlantic Ocean. The city sits at the base of Chenque Hill. It holds the title of the largest city in Chubut. It is also the largest city located south of the 45th parallel.

The city serves as a primary commercial and transportation hub for its surrounding region. It acts as a critical export point for a major Argentine petroleum district. A massive pipeline, measuring 1,770 km, transports natural gas from the city to Buenos Aires.

The city's development is deeply connected to the extraction of natural resources. The process began in 1907 through an accidental discovery. A drilling crew was searching for water to support local settlers. Instead, they struck oil at a depth of 539 meters. This event transformed the settlement into a prosperous industrial site. The city is now known as the "National Oil Capital." The industry evolved through the establishment of Yacimientos Petrolíferos Fiscales (YPF) in 1922. This was the world's first state-owned oil company.

The company, led by engineer Enrique Mosconi, helped build housing and provide healthcare for the growing population.

Comodoro Rivadavia is organized into three distinct urban sectors. The first is the North Area, which includes specific locations like the 4th Kilometre and the 6th Kilometre. The 6th Kilometre is home to the General Enrique Mosconi International Airport. The second sector is the Downtown Area, which contains the Centro, Loma, and Civico neighborhoods. The third and largest sector is the South Area. This area contains the highest population density. It includes many diverse neighborhoods such as San Martin, Jorge Newbery, and San Cayetano.

The city's growth is evident in its census data. The population rose from 135,632 in 2001 to 182,631 by 2010.

The history of the area stretches back much further than the city's formal founding. Researchers have confirmed that the Tehuelche people lived near Rada Tilly about 9,000 years ago. They used the area as a camp during the warm summer months. The formal foundation of the city occurred by decree on February 23, 1901. It was originally intended to serve as a port for the inland settlement of Sarmiento. Francisco Pietrobelli was the first settler. Early inhabitants included Welsh settlers and Boers from South Africa. The city was named to honor Martín Rivadavia, a shipping minister who supported southern development.

Economic activity in the region is diverse, though petroleum remains central. The San Jorge Gulf is a leader in oil extraction. Currently, 46,000 m3 of oil are extracted daily in this zone. This represents 46% of the total crude oil production in Argentina. Beyond oil, the city supports many other industries. These include chemical production, metallurgy, shipbuilding, and textile manufacturing. The city also produces cement, bricks, and concrete. This industrial variety helps support the large population and the regional economy.

Cultural and educational institutions provide important services to the residents. The city hosts the main faculty of the National University of Patagonia San Juan Bosco.

It is also home to a unique religious landmark. The Cathedral of Comodoro Rivadavia is dedicated to San Juan Bosco. It is the only cathedral in the world dedicated to the founder of the Salesian Order. The cathedral was inaugurated in 1979, though its crypt was dedicated earlier in 1949.

For those interested in history, the National Museum of Petroleum is located in the General Mosconi neighborhood.

Environmental factors and new technologies also shape the city's future. The climate is classified as a cold semi-desert. It is also considered a subtropical climate because all monthly means stay above 6°C. This makes it one of the southernmost locations with such a classification. The area experiences low precipitation, with just over 250 mm of rain annually. While oil production has declined, the city has embraced wind power. Large windmills are located on Cerro Chenque and the surrounding hills.
