The Russian Empire built the line between 1897 and 1902. The Qing dynasty, which was the ruling family of China, gave permission. They gave Russia the right to build through Manchuria. A city called Harbin grew because of the tracks. Harbin became a major rail-hub, a place where many tracks meet.

The Chinese Eastern Railway, often called the CER, was a massive railway system located in Northeast China, a region known as Manchuria. 
The system functioned as a T-shaped network of tracks. All three main branches intersected at the city of Harbin, which grew into a major rail hub because of this layout. The western branch connected Harbin to Manzhouli. The eastern branch ran from Harbin to Suifenhe. The third branch, the southern branch, ran from Harbin toward Port Arthur, an ice-free port leased by Russia. 
Building the railway required intense planning and massive amounts of money. In 1895, the Russian-Chinese Bank was established with an initial capital of 6 million roubles. This bank was funded by several entities, including four French banks that provided 61% of the funds. In 1896, Russia and China signed the Li–Lobanov Treaty. This secret alliance gave Russia the legal right to build the railway through Chinese territory. 
The actual construction process was a massive engineering feat. The Russian Empire built the line between 1897 and 1902. Alexander Iosifovich Jugovich served as the chief engineer for the project. To find the best path, the Corps of Military Topographers sent survey parties into Manchuria. These parties included astronomers, department heads, and surveyors. 
Control of the railway changed hands many times due to international conflicts. The southern branch became a major source of tension between different nations. It was a partial cause of the Russo-Japanese War from 1904 to 1905. After the Japanese took control of the southern branch in 1905, it was renamed the South Manchuria Railway.
Throughout its history, the railway was more than just transportation. It was a way for the Russian Empire to enter new markets in the Asia-Pacific region. Finance Minister Sergei Witte believed the railway would help Russia achieve a peaceful conquest of Manchuria. However, the defeat in the Russo-Japanese War showed that this strategy was difficult to maintain. This outcome eventually forced Russia to accelerate the construction of the Amur railway line to ensure a route entirely on Russian soil.
The legacy of the Chinese Eastern Railway is still visible in the geography of the region today. The city of Harbin remains a significant center because of its history as a rail hub.
