Capital city

geography Maturity 11-13 Next article →

A capital city is a primary municipality within a country, state, or province. It usually serves as the seat of government for that division.

Most capitals physically contain the offices and meeting places used by government leaders. This status is often established by a formal law or a constitution. In some jurisdictions, different branches of government reside in different settlements. This can result in a country having multiple official capitals. Sometimes, a distinction exists between the official constitutional capital and the actual seat of government.

The term "capital" comes from the Latin word *caput*, which means "head."

This reflects a classical European view of the world as a body with a head. Historically, the major economic center of a region often became the political focal point. This transition could happen through conquest or through a federation of groups. In medieval Western Europe, governments were sometimes itinerant, meaning they moved from place to place.

Today, many modern capitals are located near the center of a country. This central location makes them more accessible to the population. It can also provide better protection against potential invasions.

Capitals often attract specific types of people to support national administration. These include lawyers, political scientists, bankers, journalists, and public policy makers. Some capitals also function as major religious centers. For example, Rome and Vatican City are centers for the Roman Catholic Church.

Moscow serves as a center for the Russian Orthodox Church. Jerusalem and Constantinople have also been important for multiple religions.

While many capitals are the largest cities in their countries, this is not always true. Traditional capitals can be economically eclipsed by provincial rivals. This has happened with Nanjing by Shanghai and Quebec City by Montreal.

History shows that capital cities can change due to geopolitical shifts. In 1809, Turku was the capital of Finland. However, the Russian Empire made Helsinki the capital in 1812. The decline of a dynasty or culture can even lead to the extinction of a capital, such as with Babylon or Cahokia. Damascus is one of the earliest known capitals, existing since approximately 2500 BC. Some cities, like Rome, were even given the nickname *Caput Mundi*, or "Capital of the world."

The number of new capitals has increased significantly since the Renaissance. This rise is linked to the founding of independent nation-states since the eighteenth century.

Governments sometimes deliberately plan and build new capital cities from scratch. This is often done to solve problems like overcrowding in existing major cities.

A new location might also be chosen for a better climate. Another reason for a planned capital is to find a compromise location. This happens when two or more cities cannot agree on which should be the capital. The new city is usually placed roughly equidistant between the competing centers.

Washington, D.C., was founded as a compromise between Northern and Southern states. The Residence Act of 1790 approved its creation on the Potomac River.

Many other capitals were chosen as compromise locations to settle regional disputes. Canberra, Australia, was established in 1927 to settle the rivalry between Sydney and Melbourne.

Ottawa, Canada, was placed along the boundary of English-speaking Upper Canada and French-speaking Lower Canada. Tallahassee, Florida, was chosen as the midpoint between Pensacola and St. Augustine. In Nicaragua, Managua was chosen to appease rivals in León and Granada. Jefferson City, Missouri, was selected in 1821 because of its central location within the state. Even Wellington, New Zealand, was moved to a more central location for parliament in 1865.

Capital arrangements can vary greatly depending on how a country is organized. In federations like Canada, there is a federal capital and separate capitals for provinces and territories.

In Australia, the term "capital cities" refers to the six state capitals, the federal capital, and the Northern Territory capital. In unitary states like the United Kingdom, the capital of a constituent nation often serves as the state capital. For instance, London is the capital of both England and the United Kingdom. Modern metropolitan capitals include Tokyo,
