There were only three people living on the island back then. They were caretakers for a coconut plantation owned by José de Jesús Lima Gutiérrez. Cancún is a planned city created specifically to foster tourism. In 1970, the area was nearly empty. Isla Cancún had only three residents who cared for a coconut plantation. Nearby Puerto Juárez was a small fishing village with 117 people. To build a resort, the Mexican government allocated $2 million in 1967. This fund was managed by the Bank of Mexico through an agency called INFRATUR. This agency later became FONATUR, the National Fund for Tourism Development. The government financed the first nine hotels because investors were hesitant.

The city's growth has been incredibly rapid. Between 1970 and 1980, the population grew by 62.3% annually on average. This growth outpaced the rest of the state of Quintana Roo. Severe weather is a significant factor for the region. Cancún is located in a main Caribbean hurricane impact area. Hurricane Gilbert hit in 1988 and was a devastating direct hit. This storm caused an estimated $87 million loss in tourism by late 1988. In 2005, Hurricane Wilma struck as a Category 4 storm. Its eye passed just west of Cancún. Hurricane Dean also made its mark in 2007. Authorities must often prepare for these intense tropical storms.

Modern Cancún faces several complex challenges. The city struggles to provide public services for the massive influx of people. In 2006, irregular developments occupied about 10% to 15% of the mainland fringes. Since 2015, large amounts of Sargassum seaweed have impacted the beaches. This brown seaweed appears every summer and can be smelly. Additionally, the city has dealt with issues regarding public safety and drug trafficking. These challenges exist alongside the city's status as a world-class destination.
