Spanish sailors believed the Virgin of the Buen Ayre provided fair winds. These winds helped them navigate safely to the coast. Pedro de Mendoza led an expedition in 1536. He named the settlement Ciudad de Nuestra Señora Santa María del Buen Ayre. This settlement was located in the modern San Telmo district. However, attacks by indigenous people forced the settlers to leave in 1541.

A permanent settlement was later established in 1580 by Juan de Garay. He arrived by sailing down the Paraná River from Asunción. He called the port Puerto de Santa María de los Buenos Aires.

Trade played a massive role in the early development of the city. During the 17th century, Spanish ships faced constant threats from pirates. Spain used a strict system to control trade with its colonies. Most goods had to travel from Seville to Lima, Peru. This made products very expensive due to high taxes.

Traders in Buenos Aires responded by starting a large contraband industry. They traded informally with the Portuguese to bypass these rules. This created a deep resentment toward the Spanish authorities. Eventually, King Charles III declared Buenos Aires an open port in the late 18th century.

The city also faced significant military challenges during the era of independence. British forces invaded the city twice between 1806 and 1807. An army from Montevideo led by Santiago de Liniers defeated the invaders. These conflicts changed the local balance of power. The local criollos gained influence compared to the peninsular officials. In 1810, the May Revolution removed the Spanish viceroy.

This event began the Argentine War of Independence. Formal independence was finally declared in 1816 at the Congress of Tucumán.

The political status of the city underwent many changes in the 19th century. For a time, it served as the capital for both the province and a seceded state.

This caused many violent clashes between the city and the provinces. In 1880, the government federalized the city to settle these disputes. This split the city from the Buenos Aires Province. Later, a 1994 constitutional amendment granted the city its own autonomy.
