Australia provides a unique example of a hybrid system. Some call it the "Washminster mutation" because it mixes British and American ideas. The Australian Parliament has a House of Representatives and a Senate. Unlike many British-style systems, the Australian Senate is very powerful. It can block legislation initiated by the government in the lower house. The Senate is elected using a system called proportional representation. This often means the governing party in the lower house does not have a majority in the Senate.

To manage disagreements, the two houses use several communication methods. They can send formal written messages through clerks and speakers. They may also hold a joint session, where both houses meet together. In some places, they use joint committees to work on specific issues. Historically, the British Parliament used "conferences" to resolve disputes. These were either "ordinary" or "free" conferences held in private. Today, most legislatures prefer the transparency of sending formal messages instead.

There are ongoing debates regarding the effectiveness of bicameralism. Critics argue that two houses can lead to political gridlock. They believe it makes necessary reforms much harder to achieve. Proponents, however, argue that the system provides essential checks and balances. They believe a second chamber helps prevent the passage of ill-considered laws. As modern legislatures become more complex, new reasons for having a second chamber continue to emerge.
