The city grew in three different stages over many years. First, a settlement of Malay stilt houses grew on the water. This was near a place called Kota Batu. Later, the capital moved to the area known as Kampong Ayer. This is a large collection of water villages on the Brunei River.

The third stage happened after 1906. During this time, the city began to move onto the land. People started building shops and homes on solid ground. This helped make the city more modern.

History shows that the city has changed many times. In the 16th century, it was the capital of the Bruneian Sultanate. During the 19th century, it became a British protectorate. The city faced great hardship during World War II. Japanese forces occupied the town starting in 1941. Later, Allied forces bombed the area in 1945.
