Bahía Blanca has a long and varied history. Ferdinand Magellan saw the bay in 1520 during his first trip around the world. He was looking for a way to connect the Atlantic and Pacific Oceans. The city itself was founded as a fortress on April 11, 1828. Colonel Ramón Estomba established it under the orders of Juan Manuel de Rosas. It was originally named Fortaleza Protectora Argentina. The fortress was meant to protect people from cattle rustlers and the Brazilian navy.

Many different groups of people helped shape the city. In the late 19th and early 20th centuries, many immigrants arrived from Europe. Many came from Spain and Italy. A large number of French settlers moved to Pigüé, which is 125 km north of the city. Dutch settlers also lived nearby in Tres Arroyos. Later, people from Germany and Eastern Europe arrived during World War II. These immigrants brought new cultures and customs. By the early 1900s, the city had five opera houses and six cinemas.

The city also hosts Puerto Belgrano to its southeast. This is the largest naval base in Argentina. An Italian engineer named Luigi Luiggi designed it. A Dutch company called Dirks, Dates & Van Hattem helped build it between 1898 and 1902. Transportation in the city is very well connected. The Comandante Espora Airport provides flights to Buenos Aires. There is also a large bus terminal for long trips.

Many motorways and national routes, like Ruta Nacional 3, connect the city to other regions.

Bahía Blanca has faced significant challenges, including natural disasters. In March 2025, the city and nearby towns experienced massive flooding. A 12-hour rainstorm dropped 150 mm of water. This was the most devastating rainfall in Argentina since 1975. The rain was more than half of the city's average annual precipitation. The disaster caused at least 16 deaths and many disappearances. This led to a large national humanitarian effort to provide food and supplies.

The city's layout reflects its Spanish heritage. Most of the city follows a plan with rectangular blocks. A central main square is surrounded by important buildings. These include the City Hall and the local church. Many residents live in terraced houses. In some areas, like barrio Palihue, there are larger houses with big gardens. The local government includes a mayor, a city council, and a judicial system to manage the city.
