The structure uses an astylar Neoclassical design. This means it is built in a style inspired by ancient Roman architecture without using columns. Architect Jean-François Chalgrin designed the arch in 1806. The monument is quite large. It reaches a height of 50 meters. It is 45 meters wide and 22 meters deep. Construction of the arch was a very long process. It began after Napoleon's victory at the Battle of Austerlitz. It took two full years just to lay the foundations. After Chalgrin died in 1811, Louis-Robert Goust took over the project. Construction stopped during the Bourbon Restoration. Work resumed in 1823 and finally finished in 1836. The surface of the arch is covered in detailed art. There are four main sculptural groups at the base of the pillars. One famous group is called La Marseillaise, or The Departure of the Volunteers of 1792. It was created by François Rude. This sculpture shows a winged personification of Liberty. Other groups include The Triumph of 1810 by Jean-Pierre Cortot. There are also sculptures for The Resistance of 1814 and The Peace of 1815. These works commemorate Napoleon's victories and the end of various wars.

Many names are engraved on the stone surfaces. The attic features 30 shields with names of major French victories. The inner walls list 660 officers. This list includes 558 French generals from the First French Empire. Some generals were even from other countries, like Venezuela and Germany. If a person was killed in battle, their name is underlined. These engravings turn the monument into a permanent record of history.

Beneath the vault lies the Tomb of the Unknown Soldier from World War I. This tomb honors soldiers whose identities were never known. An eternal flame burns there to keep their memory alive. This flame was lit to commemorate the unidentified fallen soldiers. Because of this sacred site, military parades follow a special rule. They march up to the arch and then around its side. They do not march directly through the arch out of respect for the tomb.
