He traveled to Europe to work as an assistant at the Pasteur Institute in France. The Spanish government even commissioned him to study tropical and communicable diseases. Upon returning to the Philippines in 1894, he placed first in an examination for the position of chief chemist at the Municipal Laboratory of Manila. This scientific background gave him a disciplined, analytical mind.

During his time in Spain, Luna joined the Propaganda Movement. This was a group of Filipino expatriates seeking political reforms under Spanish rule. He wrote for the newspaper *La Solidaridad* using the pen-name "Taga-ilog."

However, he and his brothers were arrested in 1896 and sent to Spain. After his release in 1897, he studied military science and field fortifications in Belgium under General Gerard Leman.

He was a brilliant strategist who applied European military theories to the local landscape. He rose quickly through the ranks, eventually becoming the Commanding General of the Philippine Army. He succeeded Artemio Ricarte in this role. To improve the fighting force, he organized professional units. These included the "Luna Sharpshooters" and a group called the "Black Guard." He also established the Academia Militar in Malolos to provide formal training for soldiers.

Luna is perhaps most famous for his sophisticated defensive strategies. He developed a three-tier defense system known as the Luna Defense Line.

This system made it very difficult for American troops to advance through the provinces north of Manila. His tactical planning even led to the creation of a military stronghold in the Cordillera region. He was a skilled sharpshooter and a master of swordsmanship. These personal skills helped him lead from the front during intense campaigns.

Despite his military success, Luna was a controversial figure within the Philippine government. He was a strict disciplinarian who demanded order in an army that was often ill-fed and poorly trained. While many people admired his dedication to the Republic, his fiery temper caused friction. Some members of Emilio Aguinaldo's cabinet deeply disliked him. This tension between his need for discipline and the existing political structure was a constant struggle. He was a member of the Malolos Congress, but he narrowly lost a vote for its presidency.

Luna's life ended abruptly during the war. He was assassinated on June 5, 1899, at the age of 32.
