They wanted her to follow a set of rules called "Conditions." These rules said she could not make big decisions alone. They wanted her to follow their advice on taxes and war. However, Anna did not want to be limited by these rules.

One famous and strange example involved an ice palace. She ordered a structure built entirely of ice, including beds and chairs, that was 33 feet high and 80 feet long. She forced a nobleman, Prince Mikhail Golitsyn, and his bride to spend their wedding night there in extreme cold. While the couple eventually survived, the event highlighted her unpredictable and harsh nature.
Despite her reputation, Anna made important contributions to Russian institutions. In 1731, she founded the Cadet Corps to provide rigorous military and academic training for young boys. She also continued to fund the Russian Academy of Science. This institution helped Russia advance in fields like mathematics, astronomy, and botany. The Academy even supported the Bering Sea Expedition to study the connection between Asia and America. These efforts helped integrate Russian scientific study with the rest of Europe.
