Later, Tirpitz became a top official. He told the Kaiser, the German leader, to build big battleships. He did not want a mix of different ships. He wanted groups of eight identical battleships. This was a new way to plan. He made a big plan to build many ships over seven years. This plan cost 408 million marks. His goal was to challenge the British navy. He wanted Germany to be a strong power at sea. This plan changed how Germany acted toward other countries. It even made Great Britain a rival. Tirpitz worked hard to get support for his ideas. He met with many important people to help his plan pass.
