His political path involved navigating several changes in Turkish party systems. He was first elected to Parliament for the Welfare Party in 1991 and 1995. When that party split into different factions, Gül chose to work with the moderates. He joined Recep Tayyip Erdoğan to advocate for reform and moderation.
The AKP aimed to be a moderate conservative party following European traditions. Gül believed that being Muslim and being modern could exist together. He supported values like liberalism, human rights, and a market economy. After the AKP won a landslide victory in the 2002 general election, Gül became Prime Minister. This happened because Erdoğan was temporarily banned from holding political office. Once the ban was removed in 2003, Erdoğan became Prime Minister, and Gül moved to foreign affairs.
