As president, Hadi worked to reorganize the nation's systems. In December 2012, he issued a decree to unify the military. He reorganized the armed forces into five main branches. These included the Air Force and the Army. He also created the Navy and Coastal Defense. Other branches were the Border Troops and the Strategic Reserve Forces. The Strategic Reserve Forces replaced the old Republican Guard. He also aimed to fight terrorism and Al-Qaeda. He worked to address issues like piracy in the Gulf of Aden.
Hadi's presidency faced intense challenges from various groups. In 2014, the Houthis forced him into a power-sharing deal. 
The conflict led to a long period of instability for Hadi. He moved to Riyadh, Saudi Arabia, for safety. In September 2015, he returned to Aden after government forces recaptured it. By late 2017, he was reportedly under house arrest in Riyadh. Finally, in 2022, Hadi decided to step down from his position. He transferred his authority to the Presidential Leadership Council. This council is led by Rashad al-Alimi. The council's goal is to find a political solution to the civil war.
