Once he became ruler, Zayed focused on modernizing the emirate. In the late 1960s, he hired a Japanese architect named Katsuhiko Takahashi. Takahashi used a camel stick to mark city plans in the sand. He designed wide roads, corniches, and green spaces for Abu Dhabi. Later, an Egyptian architect named Abdulrahman Makhlouf also helped with infrastructure. These efforts turned the desert sands into a growing urban center.
Zayed’s greatest achievement was the creation of a unified nation. In 1968, the United Kingdom announced it would withdraw from the Trucial States. This news prompted Zayed to seek cooperation with other local rulers. In February 1968, he met with Sheikh Rashid bin Saeed Al Maktoum of Dubai. They agreed on the principle of a Federation. In 1971, the United Arab Emirates was officially formed. Zayed was appointed its first president and was re-elected four more times.
Zayed was known for his immense generosity and diplomatic skill. During negotiations with Dubai, he gave Sheikh Rashid valuable oil rights. He believed that a larger goal of unity justified these sacrifices. In 1974, he settled border disputes with Saudi Arabia through the Treaty of Jeddah. He also used oil wealth to help others. He founded the Abu Dhabi Investment Authority in 1976. By 2020, this fund managed nearly a trillion US dollars in assets. 
His legacy includes massive investments in human welfare and education. Zayed used oil revenues to build hospitals, schools, and universities. He provided free access to these services for UAE citizens. He also established the Abu Dhabi Fund for Arab Economic Development. This fund helped roughly forty Islamic nations in Asia and Africa. Even as one of the world's wealthiest men, he focused on compassion. He believed leaders must treat all people with dignity and respect.
