He traveled to many villages to find more support. Other officers like Ismail Enver and Eyub Sabri joined him. They worked with local Albanians and other groups. Additionally, inflation meant that wage hikes could not keep up with rising costs. These issues caused civil unrest in Eastern Anatolia. In 1907, the government had to put down the Erzurum Revolt. At the same time, constitutionalist revolutions were happening in neighboring Russia and Persia. These events kept the authorities on edge as workers began to strike in the capital.

The region of Ottoman Macedonia was also very unstable. Since the 1890s, there had been constant intercommunal violence known as the Macedonian struggle. Different sectarian militias fought for influence over the local population. This violence often involved Bulgarian and Greek nationalist groups. Muslim Macedonians, including Turks and Albanians, often bore the brunt of these attacks. In response, the Ottoman military officers stationed there felt they had to act. They feared that the empire would be partitioned by foreign powers. They joined secret societies to protect the state.

The primary organization behind the movement was the Committee of Union and Progress, or the CUP. The CUP was part of the Young Turk movement. Many members were educated intellectuals or military officers in the Balkans. They wanted to replace arbitrary royal rule with the rule of law. They believed a constitution would create equality for all citizens. This equality was intended to stop non-Muslim subjects from joining separatist groups. It was also meant to prevent Great Powers from intervening in Ottoman affairs.

The revolution began in earnest during the first week of July 1908. A major trigger was a meeting in Reval between the leaders of the United Kingdom and Russia. Rumors spread that these powers might partition Macedonia. In response, the CUP's Monastir branch decided to act. Major Ahmed Niyazi started the revolt by raiding a garrison for arms and ammunition. He fled to the mountains with 160 volunteers. He traveled to many villages to recruit more supporters. He used his Muslim Albanian heritage to connect with local clans.

Other officers soon joined Niyazi in the mountains. Ismail Enver, Eyub Sabri, Bekir Fikri, and others all took up the cause. They built networks with local Albanians and used their connections in the Third Army. The CUP also worked to gain support from various ethnic groups. They reached out to the Vlachs, Jews, and even some Greek bands. Through these efforts, they created a large-scale revolt. This pressure, along with a string of assassinations by Unionist Fedai, eventually forced the Sultan to capitulate.

The results of the revolution were massive and long-lasting. While the constitutional regime eventually gave way to a Unionist dictatorship by 1913, the Sultan's power was permanently changed. After 1908, the sultanate was no longer the main base of power in Turkey. The revolution also led to immediate international changes. Bulgaria declared independence from the Ottoman Empire right after the revolution. Austria-Hungary's annexation of territory also sparked the Bosnian Crisis. This era began a period of political instability and social change that lasted for over forty years.
