His political career involved many different roles and shifting loyalties. He began in the Whig Party, which was an aristocratic political group. In 1765, he served as Lord Chamberlain of the Household. In 1782, he became the Lord Lieutenant of Ireland. During this time, he worked to make concessions after the American Revolutionary War. He helped convince Parliament to repeal the Declaratory Act. In 1783, he became Prime Minister for the first time. He led a coalition government with leaders Charles James Fox and Lord North. During this first term, the Treaty of Paris was signed to end the American Revolutionary War.

Portland's political views changed due to the French Revolution. He became uncomfortable with the revolution and broke with Charles James Fox. He joined William Pitt the Younger's government instead. In 1794, Portland became the Secretary of State for the Home Department. As Home Secretary, he managed the administration of patronage. He also oversaw financial inducements to help pass the Act of Union 1800. He served in the cabinet until Pitt died in 1806. He held several other roles, such as Lord President of the Council.

In 1807, Portland returned to the role of Prime Minister. This second term was for a group of ministers including George Canning and Lord Castlereagh. His government saw the United Kingdom become isolated on the European continent. However, it also saw the start of the Peninsular War. This second term was separated from his first by 26 years. This is the longest gap between terms for any British Prime Minister. His second ministry ended in late 1809. This happened because of poor health and a scandal involving a duel between his ministers.

Beyond politics, Portland was involved in important charitable work. In 1789, he became a vice president of the Foundling Hospital. This London charity cared for abandoned children. The hospital was famous for its art collection and benefit concerts by Handel. Portland became the president of the hospital in 1793. He was also a very wealthy man.
