In 1836, a new group formed. It was the Peru-Bolivian Confederation. This group was led by Andrés de Santa Cruz. This new state made neighbors worry. Chile and Argentina thought it was too powerful. They also fought over trade rules. Both sides wanted to control sea routes.

He faced political enemies in Uruguay and Chile. He also dealt with a conflict with France regarding the Río de la Plata. Because of these multiple fronts, Argentina could not focus all its resources on Bolivia. The Argentine war front remained largely paralyzed between 1837 and 1838.

Internal political shifts in Chile changed the nature of the war. Many Chilean citizens were originally unhappy with the conflict. They did not fully understand why the war was necessary. To maintain order, the government imposed martial law. This gave the state extraordinary powers over its citizens. In June 1837, a colonel named José Antonio Vidaurre captured Diego Portales.
