Ulbricht had to live in other places like Paris and Prague. He also lived in the Soviet Union from 1937 to 1945. During this time, he worked with the Soviet leaders. Walter Ulbricht was a central figure in 20th-century German politics.

As a leading communist, he helped establish the German Democratic Republic (GDR). This state, often called East Germany, was a communist-ruled dictatorship. Ulbricht served as the First Secretary of the Socialist Unity Party from 1950 to 1971. He also became the head of state in 1960 after Wilhelm Pieck died. His leadership shaped the political landscape of post-war Europe for decades.

Ulbricht's political journey began in the German Empire. Born in 1893 in Leipzig, he grew up in a working-class family. His father was an impoverished tailor. Ulbricht received eight years of formal education before training as a joiner. He joined the Social Democratic Party (SPD) in 1912. By 1917, he moved to the Independent Social Democratic Party (USPD) due to disagreements over World War I. He deserted the Imperial German Army in 1918 to oppose the war.

During the Weimar Republic era, Ulbricht rose through the Communist Party of Germany (KPD). He joined the KPD in 1920 and became a member of its Central Committee in 1923. He followed the Lenin model, which emphasized a highly centralized party structure.

He attended the International Lenin School in Moscow during 1924 and 1925. Between 1928 and 1933, he served as a Member of the Reichstag. This period was marked by intense political violence between different groups. One notable event was a 1931 debate in Friedrichshain involving Nazi leader Joseph Goebbels. This debate ended in a massive brawl that injured over one hundred people.

In 1931, Ulbricht was involved in a serious controversy regarding police violence.

He was linked to a policy of retaliation against the police. In August 1931, KPD members assassinated police captains Paul Anlauf and Franz Lenck. Ulbricht had previously expressed extreme anger toward the Berlin police. Following the Nazi takeover in 1933, Ulbricht went into exile. He lived in Paris and Prague until 1937, then moved to the Soviet Union. During World War II, he worked with groups under Soviet supervision to influence German prisoners.

After World War II, Ulbricht returned to Germany to reorganize the communist movement.

In 1946, he helped force a merger between the KPD and the SPD. This created the Socialist Unity Party (SED). By 1950, he was the effective leader of the newly formed East Germany. His government presided over the total suppression of civil and political rights. In 1953, the Soviet Army violently suppressed an uprising in East Germany. At that time, Ulbricht remained safe in the Soviet Army headquarters in Berlin-Karlshorst.

Ulbricht's economic policies faced significant challenges. He oversaw the nationalization of East German industry. However, these efforts failed to match the living standards of West Germany. This economic gap led to massive emigration. Hundreds of thousands of people fled to the West every year during the 1950s.

To stop this outflow, Ulbricht demanded the construction of the Berlin Wall in 1961.

While this caused a major diplomatic crisis, it succeeded in curtailing emigration from the GDR.

Ulbricht's later years were marked by economic failure and political shifts. His attempts to reform the economy through the New Economic System failed. These failures led to his forced retirement in 1971. He was replaced as First Secretary by Erich Honecker with Soviet approval.
