Many clever people worked to create this system over many years. In 1932, Wallace Flint suggested using punched cards for checkouts. Later, in 1949, Bernard Silver and Norman Joseph Woodland applied for a patent for a bull's-eye code. In the 1970s, a group called the Uniform Product Code Council was formed. They worked with consultants Larry Russell and Tom Wilson to set the format. Finally, the Symbol Selection Committee chose a design from IBM. This design was created by George J. Laurer in North Carolina.

To understand how a UPC works, one must look at its precise mathematical structure. Each 12-digit code is represented by a strip of black bars and white spaces. These bars and spaces have specific widths of exactly 1, 2, 3, or 4 units. Every decimal digit is encoded using two bars and two spaces. These parts must combine to reach a total width of exactly 7 units.

This specific design allows the code to be scanned in either direction. To assist the decoding process, special guard patterns are intermixed within the code. These patterns are 3 or 5 units wide and do not encode any digits. They help the scanner locate and interpret the data correctly.

The development of the UPC involved complex engineering and many different proposals. In the late 1960s, IBM researchers in North Carolina began working on supermarket scanners. George J. Laurer was assigned to design the label and the scanner. He worked alongside Heard Baumeister, who provided equations for character density. Another researcher, William "Bill" Crouse, invented the Delta C code. This specific code was much more efficient than previous versions. It achieved four times the characters per inch compared to the older Delta B system.

Delta C was superior because it was less affected by ink spread during printing.

Refining the label required solving many technical challenges regarding size and reliability. Early designs, like the RCA bull's-eye label, were far too large for practical use. Baumeister proposed a breakthrough by suggesting a label with bars slightly longer than a single pass. He later suggested splitting the label into two halves to reduce its size further. Laurer then used Crouse's Delta C code to shrink the label significantly. This helped the label reach a practical size that could fit on most products.

To ensure the system was fail-safe, consultant Murray Eden suggested adding human-readable numbers to the bottom. These numbers allow a person to read the code if the scanner fails.

Mathematical precision was required to make the barcode reliable for high-speed scanning. A mathematician named David Savir worked with Laurer to add extra digits for error detection. They also implemented odd/even parity to catch errors in the data stream. This technique involves checking if the number of units filled with bars is odd or even. One half of the label uses odd parity, while the other uses even parity. This helps the scanner know which side of the label it is reading.

While these additions increased complexity, they were necessary for the system to work accurately.
