It sits on the Seraglio Point, a hilly promontory where the Bosphorus Strait meets the Sea of Marmara. For nearly four centuries, it served as the administrative heart of the Ottoman Empire. It was also the primary residence for the Ottoman sultans and their families. Today, the site functions as a major museum and library. It is recognized as part of the Historic Areas of Istanbul, a UNESCO World Heritage Site.

The palace was not built as a single, massive structure. Instead, it is an extensive complex of many smaller buildings. These buildings are arranged around four main courtyards. The entire area is enclosed by high, protective walls. Some of these walls date back to the ancient Byzantine acropolis. The layout is unique because it is irregular and asymmetric. This differs from many European or other Islamic palaces. The Ottoman people called it "The Palace of Felicity."

Construction began in 1459 under Sultan Mehmed the Conqueror. He ordered the work to start six years after the conquest of Constantinople. Mehmed II wanted to create magnificent edifices. He summoned the finest masons, stonecutters, and carpenters from many places. The palace was originally called the "New Palace" to distinguish it from the Old Palace. The complex grew through many stages of expansion and repair. Major renovations occurred after a large earthquake in 1509 and a fire in 1665.

Life inside the palace followed strict rules of imperial seclusion. This principle ensured the sultan and his family remained private from the outside world. Architects used specific tools to maintain this privacy. They designed buildings with grilled windows and secret passageways. In 1477 and 1481, Mehmed II codified these rules in a legal code. This code regulated the hierarchy of officials and court protocols. Even within the palace, silence was a central requirement in the inner courtyards.

The palace underwent a massive expansion between 1520 and 1560. This happened during the reign of Suleiman the Magnificent. He wanted the residence to reflect the growing power of the empire. A significant change occurred after a great fire in 1541. Hurrem Sultan decided to move the Imperial Harem to Topkapı permanently. This was a break from the custom that kept women away from government areas. The Harem grew to cover a huge portion of the palace. It eventually contained more than 400 rooms.

The palace layout is organized by levels of access. The First Courtyard is the largest and most accessible area. It was once known as the Court of the Janissaries. The Imperial Gate serves as the main entrance to this first area.

Beyond this lies the Second Courtyard, reached through the Gate of Salutation. This gate features two large, octagonal towers. The innermost areas, including the fourth courtyard and the Harem, were the most restricted. Leading officials, like the Grand Vizier, met in the Imperial Council building to manage the empire.

By the 19th century, the importance of Topkapı began to shift. Sultans preferred new, modern palaces along the Bosphorus. In 1856, Sultan Abdulmejid I moved the court to the Dolmabahçe Palace. This move happened because Topkapı lacked the contemporary luxury found in European palaces. However, Topkapı remained useful for other tasks. It continued to house the imperial treasury, the library, and the mint. On April 3, 1924, a government decree officially turned the palace into a museum.
