Social liberalism, also called progressive liberalism, is a political philosophy. It focuses on balancing individual freedoms with social justice. This includes providing essential services like healthcare and education. They also work to reduce poverty and improve infrastructure. This approach is different from classical liberalism. Classical liberalism favors a limited government and a laissez-faire style of governance. A laissez-faire system means the government stays out of most economic activities. Social liberals, however, believe that true freedom requires a foundation of public welfare. 
To achieve these goals, social liberalism uses a mixed economy. A mixed economy combines private business with government oversight. The goal is to ensure the common good works in harmony with individual freedom. This mechanism involves the state intervening to solve economic and social issues. Governments might use progressive taxation to fund public works. They also provide social services to help citizens succeed. This is often called a social market economy. By doing this, the state helps create an equal opportunity for all people. This way of thinking views the state as a positive force for development. 
There are several different ways these ideas appear in politics. One version is known as welfare liberalism. Another is called New Deal liberalism, which was prominent in the United States. This is sometimes called cultural liberalism. Cultural liberalism advocates for the freedom to choose how to follow or ignore cultural norms. The roots of social liberalism grew from the changes of the Industrial Revolution. In the late 19th century, many people lived in poverty and squalor. Rapid growth in industrial cities created high unemployment and social hardship. Thinkers like John Stuart Mill helped bridge old and new ideas. Mill combined classical liberalism with a rights-based system. He used utilitarianism, a way of measuring what is useful, to support individual rights. Later, a group called the New Liberals emerged in the United Kingdom. They argued that people could not be truly free if they lived in ignorance or poverty. 
Key individuals helped build the foundations of the modern welfare state. In the United Kingdom, David Lloyd George was a vital figure. He helped establish early welfare systems before World War I. Later, after World War II, the system became much more comprehensive. Two important figures shaped this era: John Maynard Keynes and William Beveridge. Keynes provided the economic foundations through the Keynesian Revolution. Beveridge wrote a famous report used to design the welfare system. Their work shifted the view of the state. They believed the state should give people the capacity to fulfill themselves. 
In Germany, the development of these ideas followed a different path. In the 1860s, left-liberal politicians established trade unions to help workers. They wanted to improve conditions through cooperation rather than class struggle. Hermann Schulze-Delitzsch even helped found the German cooperative movement. He also organized the world's first credit unions. Later, Friedrich Naumann proposed a mix of nationalism and social liberalism. He hoped to overcome social tensions through non-revolutionary means. In the Weimar Republic, the German Democratic Party carried on these left-liberal traditions. They favored a democratic constitution and a socially balanced economy. 
Social liberalism has left a massive mark on the modern world. Almost all Western nations have adopted social liberal policies. These policies are seen in the existence of public schools and hospitals. In the United States, the New Deal era showed these ideas in action.
