Rabuka is a complex figure in Fiji's history. He was the instigator of two military coups in 1987. He also served as Prime Minister from 1992 to 1999. His career includes roles as a sportsman, a peacekeeper, and a party leader. His life reflects the shifting political landscape of the Fijian islands.

Rabuka's early life was centered on the village of Drekeniwai. This village is located in eastern Viti Levu, the largest island in Fiji. He attended the Queen Victoria School and served as head boy. Beyond academics, Rabuka was a highly accomplished athlete. He represented Fiji in the 1974 British Commonwealth Games. He competed in the shot put, hammer throw, discus, and the decathlon. He also played for the Fiji national rugby union team during the 1970s.

His military career began with training in New Zealand army schools. He graduated in 1973 and attended the Royal Military Academy Sandhurst. Rabuka later completed postgraduate studies in both India and Australia. In 1980 and 1981, he served as a senior operation plans manager for UNIFIL. UNIFIL is a United Nations peacekeeping force stationed in Lebanon. During an attack on the UN Headquarters, he saved a French officer. For this bravery, the French government awarded him the Legion of Honour. Queen Elizabeth II also awarded him an OBE in 1981.

In 1987, Rabuka's actions changed the course of Fijian history. As a colonel, he led two military coups in a single year. The first coup occurred on May 14, 1987. He claimed he wanted to reassert ethnic Fijian supremacy. The previous election had resulted in a government with many Indo-Fijian ministers. When the governor-general tried to restore the constitution, Rabuka staged a second coup on September 28.

In 1992, his party, the Soqosoqo ni Vakavulewa ni Taukei, won the parliamentary election. He served as Prime Minister until 1999. During this time, he negotiated a new Constitution. This document aimed to remove biases that favored indigenous Fijians. However, he lost the 1999 election to Mahendra Chaudhry.
