Stevens began his career in the Sierra Leone Police Force. By 1930, he had reached the rank of First Class Sergeant and Musketry Instructor. Stevens' political journey began with the Sierra Leone People's Party (SLPP). He served as the country's first Minister of Mines, Lands, and Labor in 1952. Christopher Okoro Cole served as interim president for two days before Stevens took the role.

As President, Stevens worked to consolidate his authority. In 1978, he held a referendum to change the government into a one-party state. This meant the APC was the only legal political party. The government reported that 97.1% of voters supported this change. However, many observers believed the results were manipulated through fraud. This move allowed Stevens to hold immense executive and legislative power. He also became known by the nickname "Pa Shaki" during his later years in office.

Stevens also engaged in significant international diplomacy. He helped create the Mano River Union, which is an economic federation. This union includes Sierra Leone, Liberia, and Guinea. He also served as the Chairman of the Organisation of African Unity from 1980 to 1981. His foreign policy was unique. He reached out to communist nations like China, Cuba, and North Korea. At the same time, he remained a committed Anglophile. He often voted with Great Britain at the United Nations on several international issues.

Despite these diplomatic efforts, his domestic rule was highly controversial. His administration was characterized by patrimonial rule and corruption. He and his colleagues were accused of looting state resources. This mismanagement caused the economy to suffer greatly. Many basic services, including the education system, became nearly non-existent. The government also used the Internal Security Unit to suppress political opponents. Many people who disagreed with Stevens were imprisoned or executed. For example, Dr. Mohamed Forna was hanged in 1974 along with 14 others.

Stevens retired from office on November 28, 1985. He chose Major-General Joseph Saidu Momoh to be his successor. Experts suggest that the economic and social problems created during his rule contributed to the Sierra Leone Civil War in 1991. Stevens passed away on May 29, 1988, in Freetown at the age of 82. His legacy remains a major subject of study regarding the political development of West Africa.
