The school was created during a time of great crisis in France. The country had recently lost the Franco-Prussian War. There was also political upheaval following the Paris Commune. The founders wanted to train a new French elite. They believed the previous education system was not enough for modern leadership. Boutmy introduced an innovative approach to teaching. He focused on contemporary history. Before this, political leaders usually studied only ancient humanities. This new method helped the school become a pioneer in political science.

During its early years, the school held immense influence over the French government. Between 1901 and 1935, the school was incredibly central to the state. About 92.5% of entrants to the Grands corps de l'État studied there. These were the most powerful administrative bodies in the French Civil Service. The school also had a role in the French colonial empires. In 1886, it started a colonial studies program. The goal was to train people for colonial administration. This program closed in 1893 when a state-sponsored school was created. However, graduates still found many positions in the administrations of French colonies.

Between 2001 and 2011, scholarship students rose from 6% to 27% of the student body. Today, about 30% of all students receive some form of scholarship.

Sciences Po continues to grow as an international institution. Since 2013, the university has focused on becoming a selective university of international standing. The leadership has created new graduate schools to specialize in different areas. These include the School of Public Affairs and the School of Management and Innovation.
