In the 1940s, he worked against secularism through his writing. His 1942 book, Kashf al-Asrar, criticized various modern changes in Iran. In 1964, his opposition to the White Revolution led to his expulsion from the country. He first lived in exile in Bursa, Turkey. Later, he moved to Najaf, Iraq. While in Najaf, he wrote the book Islamic Government. This book outlined his theory of Guardianship of the Jurist, which provided the blueprint for his future leadership.
