The political structure of Republika Srpska is quite unique in Europe. It possesses a very broad set of prerogatives and competencies. These powers make it function much like a sovereign state. Administratively, the entity is divided into 64 municipalities. These smaller units are known as opštine.

Human activity in this region dates back to the Paleolithic period. Early settlements became more permanent during the Neolithic era. Farming began to spread along the rivers of Bosnia and Herzegovina. The Butmir culture developed near the site of modern East Sarajevo. This culture lived near the Bosna River. They left behind various idols and dugouts for researchers to find. During the Bronze Age, Indo-European migrations brought metal tools to the area. People also built burial mounds called tumuli or kurgans.

The Iron Age brought the Glasinac culture to eastern Republika Srpska. This culture was part of the Illyrian people. Later, the Roman Empire took control of the region. The Romans built a dense network of roads to connect the land. One important road was the Via Argentaria, or the Silver Way. This road transported silver from eastern mines to Roman centers.

Many different empires ruled the territory throughout the Middle Ages. The Germanic peoples and the Byzantine Empire both held influence here. Eventually, the region was split between the Kingdom of Croatia and Serbian županije. These were medieval administrative districts. Later, the Ottoman Empire expanded its rule into the area. This period introduced Islam to the religious fabric of the region. The Ottomans left a lasting architectural legacy. The famous Mehmed Paša Sokolović Bridge was built in 1577. It was designed by the architect Mimar Sinan in Višegrad.

The 20th century brought significant change and great hardship to the region. World War I began after the assassination of Archduke Franz Ferdinand. Following that war, the area became part of Yugoslavia. During World War II, the territory fell under the rule of the Independent State of Croatia. This was a Nazi puppet state. The war involved terrible violence and genocide against the Serb population.
