The origins of the CHP trace back to the Turkish War of Independence following World War I. It began as various resistance groups known as Defence of Rights Associations. In 1919, Mustafa Kemal Atatürk, the founder of modern Turkey, united these groups at the Sivas Congress. They formed the Association for the Defence of National Rights of Anatolia and Rumelia.

This group eventually proclaimed the Grand National Assembly as a counter government to the Ottoman government in Istanbul. After successful military campaigns, the group transformed into the People's Party in 1923. It soon adopted the name Republican People's Party as the republic was officially proclaimed.

From 1923 to 1950, Turkey experienced a period of one-party rule under the CHP. During this era, the party acted as the primary engine for sweeping national reforms. These changes included adopting Swiss and Italian legal codes and accelerating industrialization. The party also implemented land reform and nationalization of foreign assets. Significant social changes occurred, such as granting women's suffrage and switching the written Turkish script from Perso-Arabic to Latin.

While these reforms modernized the state, the period was also characterized by authoritarianism and the suppression of political opposition.

Following the death of Atatürk, İsmet İnönü became the second president and CHP chairman.

His leadership saw heavy state involvement in the economy and the creation of Village Institutes for rural development. During World War II, İnönü maintained a policy of armed neutrality for Turkey. After the war, he presided over the democratization of the country. In 1946, the CHP held its first multi-party general election. In 1950, the party lost the election to the Democrat Party. Importantly, the CHP facilitated a peaceful transition of power, ending the one-party era.

The party underwent a long transformation toward the center-left between 1950 and 1980. During this time, the party began focusing more on social democratic values. It established youth and women's branches and advocated for workers' rights and trade unions.

In 1972, Bülent Ecevit became chairman, which helped cement this new political direction. However, this era of growth was interrupted by the 1980 military coup.
