Rainier was born on May 31, 1923, at the Prince's Palace. He was the only son of Hereditary Princess Charlotte and Prince Pierre. His birth was a significant event for the nation. He was the first prince born in Monaco since Honoré IV in 1758.

Rainier's early life involved extensive education across several European countries. He attended public schools in England at Summerfields and Stowe School. Later, he studied at the Institut Le Rosey in Switzerland. He earned a Bachelor of Arts degree from the University of Montpellier in France in 1943. He also attended Sciences Po Paris. In 1944, his mother renounced her right to the throne. This made Rainier the direct heir to Prince Louis II. During World War II, Rainier served as a second lieutenant in the Free French Army. He saw action in Alsace under General Joseph de Goislard de Monsabert. For his service, he received the French Croix de Guerre with a bronze star.

Rainier ascended the throne on May 9, 1949, at the age of 25. He inherited a country facing serious financial difficulties. The national treasury was practically empty when he began his rule. Monaco's traditional income came from casino gambling by European aristocrats. However, many of these patrons had less money after World War II. Other gambling centers had also opened to compete with Monaco. To fix this, Rainier transformed the economy. He turned Monaco into a tax haven and a commercial center. He also promoted the country as a major international tourist attraction.

Economic changes were not always easy for the Prince to manage. In 1955, the Societé Monégasque de Banques et de Métaux Précieux went bankrupt. This happened because of bad investments in a media company. This event led to the resignation of the entire Monaco cabinet. Rainier also had to deal with the shipping tycoon Aristotle Onassis. Onassis had taken control of the Société des Bains de Mer. He wanted Monaco to be only a gambling resort. Rainier worked to regain control of the company by 1964. This allowed him to implement his own vision for the country's future.

Rainier also fundamentally changed how Monaco was governed. In 1959, he suspended the existing constitution. He believed the old rules hindered the country's political life. In 1962, he ratified a new constitution that limited his own power. This move ended autocratic rule in the principality. The new system shared power between the Prince and a National Council. This council consisted of eighteen elected members. This reform helped modernize the administrative and political life of Monaco.
