Rafael Wenceslao Núñez Moledo was a central figure in the history of Colombia. 
Núñez's life began in Cartagena on September 28, 1825. He was the first of three children. His parents were Dolores García Moledo and Colonel Francisco Núñez García. At the age of 15, he joined rebel troops during the War of the Supremes. This conflict was a civil war caused by military uprisings in the southern provinces. These leaders, known as the "Supremes," fought against the centralist government. During this war, Núñez participated in the siege of his own hometown, Cartagena. After these early experiences, he studied law at the Universidad del Magdalena e Istmo. He earned his degree in 1844.
His political career grew through many different roles. In 1848, he founded the newspaper La Democracia. This paper helped promote the political goals of General José María Obando. Núñez served as the Chief of Staff in the government of Cartagena. Later, he moved to Bogotá to join the Colombian Congress. He fought against federalist and socialist ideas during this time. He also served as the Minister of War and the Minister of the Treasury. His success in managing the treasury brought him great recognition.
Núñez spent time living outside of Colombia as well. In 1863, he moved to New York City for two years. During this time, he wrote for various newspapers in Colombia and Spain. He later served as a consul for the United States of Colombia. He held these diplomatic positions in Le Havre and Liverpool. He returned to Colombia in 1876. Although he lost a presidential election that year, he was elected as a senator for the State of Bolívar. Between 1878 and 1888, he wrote hundreds of articles about constitutional reform. He also wrote the lyrics for the Colombian national anthem, "¡Oh Gloria Inmarcesible!".
The Regeneration movement was the most significant part of his presidency. 
The resulting Colombian Constitution of 1886 changed many things. Núñez worked with Miguel Antonio Caro to complete this major task. The new rules changed the country's name to the Republic of Colombia. It also changed the states into Departments. These Departments were ruled by governors appointed by the president. The Constitution made Catholicism the official religion and gave education to the Catholic Church. It also extended presidential terms from two years to six years. This constitution remained the law of the land until 1991. It fundamentally altered the relationship between the central government and the local regions.
During his time in power, Núñez also focused on national development. In his first administration, he worked to restore peace and order. He helped the Catholic bishops return to the country from exile. He also established the Military Academy and the National Academy of Music. To improve communication, he inaugurated the international telegraph service. He worked to rebuild diplomatic ties with Spain. He also signed trade and cultural treaties with France and the United Kingdom. These actions helped connect Colombia more closely to the rest of the world.
Núñez's health eventually declined as he grew older. He moved back to Cartagena, where he remained an influential figure through his writing. He died on September 18, 1894, following a fever. At the time of his death, he was still officially the president. His vice-president, Miguel Antonio Caro, took over the presidency. Even today, Núñez is remembered in literature. The famous author Gabriel García Márquez mentioned him in the novel *Love in the Time of Cholera*. His leadership left a lasting mark on the history of the Republic of Colombia.
