He was also a primary architect of the 1961 Constitution. Furthermore, he was a pioneer of the Christian Democratic movement throughout Latin America.

His mother died when he was only two and a half years old. Consequently, his maternal aunt, María Eva Rodríguez Rivero, and her husband, Tomás Liscano Giménez, raised him. He attended the Jesuit-run San Ignacio de Loyola school in Caracas. At age fifteen, he completed his secondary education there. Later, he began studying law at the Central University of Venezuela. He showed immense intellectual brilliance during his university years.

As a teenager, Caldera achieved significant academic success. At age nineteen, he published a book titled *Andrés Bello*.

This book was a deep analysis of the life and works of the 19th-century scholar Andrés Bello. It covered Bello's legal, literary, and philosophical texts. The Venezuelan National Academy of Language gave the book an award in 1935. By age twenty, Caldera was already working in government. President López Contreras appointed him deputy director of the National Labor Office. In this role, Caldera helped draft Venezuela's first Labor Law. This law remained in effect for over fifty years until 1990. An international lawyer named Wilfred Jenks even noted that the Venezuelan draft influenced the International Labor Code.

Caldera's political career began with the founding of several movements.

In 1936, he founded the National Student Union, which later led to the Christian Democratic movement. He also created the National Action Party to participate in municipal elections. In January 1941, at age twenty-five, he was elected to the Chamber of Deputies. He was the youngest representative appointed to the National Congress. During this time, he debated the 1936 Constitution and the Civil Code. He also fought for progressive labor laws. In 1946, he co-founded the party known as COPEI. This party embraced democracy, pluralism, and social reform.

His life became much more dangerous during the military dictatorship of Marcos Pérez Jiménez.

During the period from 1952 to 1958, Caldera faced intense political pressure. He was expelled from the Central University of Venezuela and arrested several times. In 1955, agents of the National Security threw a bomb at his home. This event endangered his nine-month-old child. In 1957, he was placed in solitary confinement. The dictatorship eventually forced him into exile in New York City in January 1958. However, his exile was very brief because the military regime was soon overthrown.

Upon his return, Caldera helped establish a new era of stability.

He and other leaders signed the Puntofijo Pact at his residence. This agreement was a commitment between major political parties to protect democratic institutions. The pact aimed to resist challenges to democracy and respect elections. This agreement served as the foundation for civil democratic rule from 1958 to 1999. Caldera's work helped build Venezuela's reputation as a stable democracy in Latin America. He eventually won the presidency, serving his two major terms during the late twentieth century.
