The climate is a hot-summer Mediterranean climate, or Köppen Csa. This means summers are extremely dry and very hot. Winters are fairly mild, though they can feel colder due to the Tramontana. Perpignan has a complex political and territorial history. Settlement in the area dates back to Roman times. The medieval town likely began around the start of the 10th century. It later became the capital for the counts of Roussillon. In 1172, Count Girard II gave his lands to the Counts of Barcelona. The city later became the continental capital of the Kingdom of Majorca in the 13th and 14th centuries. This period is considered a historical golden age. During this time, the city prospered through luxury crafts. These included cloth manufacture, leatherwork, and goldsmithery.

The city has changed hands between France and Spain many times. In 1344, Peter IV of Aragon annexed the Kingdom of Majorca. This made Perpignan part of the Principality of Catalonia. Later, the Black Death caused the city to lose about half of its population. The city was occupied by the French in 1463. It was later restored to Ferdinand II of Aragon in 1493. During the Thirty Years' War, the French captured the city in 1642. Finally, the Treaty of the Pyrenees formally ceded the area to France 17 years later.

Today, the city features many historic landmarks and architectural sites. The Hôtel de Ville, or City Hall, dates back to 1318.

The Palace of the Kings of Majorca sits on a high citadel. This palace is surrounded by ramparts. The military engineer Vauban updated these defenses in the 17th century. Another important site is the Castillet. This is a small 14th-century fortress that once served as a prison.

For modern commerce, visitors can go to Les Halles de Vauban. These indoor markets opened in November 2017. They cost €1.5 million and offer fresh food like bread, cheese, and fruit.

Culture and sport are very important to the people of Perpignan. The city is a stronghold for rugby. The rugby union side, USA Perpignan, has been French Top 14 champions seven times.
