His family lived in a thatched-straw hut on 1.5 acres of land. They grew bamboo, sweet potatoes, tea, and cotton to survive. Severe droughts in 1905 caused great hardship for his family. His mother and infant brother died during this famine. Poverty forced Peng to leave school at age ten. He worked as a manual laborer and a coal mine worker. He earned nine yuan a month pushing coal carts in Xiangtan.

Peng entered military service at the age of seventeen. He began as a private second class in a local warlord army. Through discipline and training, he rose to the rank of major. He attended the Hunan Military Academy to become a professional officer. In 1926, his forces joined the Kuomintang during the Northern Expedition. During this period, he was introduced to communist ideas. He eventually joined the Chinese Communist Party and allied with Mao Zedong.

During the Second Sino-Japanese War, Peng became a major military leader.

He advocated for a ceasefire with the Kuomintang to fight Japan. This strategy aimed to concentrate China's resources against the Japanese Empire. By 1938, he commanded two-thirds of the Eighth Route Army. In 1940, he led the Hundred Regiments Offensive. This was a massive effort to disrupt Japanese logistical networks in northern China. Although somewhat successful, political disputes led to his recall to Yan'an.

After the Japanese surrender in 1945, Peng commanded forces in Northwest China. He protected the Communist leadership in Shaanxi from Kuomintang forces. His efforts helped save Mao Zedong from being captured. Peng also helped incorporate the Xinjiang region into the new nation. In 1950, he became the commander of the Chinese People's Volunteer Army.
