His father was an architecture professor, and his mother was a poet. Although he once dreamed of being a painter, he shifted toward art criticism. He enrolled in the Department of Philosophy at Sogang University to pursue this goal. While there, he joined campus photography and film clubs to gain experience. Watching foreign films on VHS tapes became a major turning point for him. After seeing Alfred Hitchcock's Vertigo in 1958, he decided to become a filmmaker.

His early career began with challenges in the 1990s. After graduating, he worked as a film critic for various publications. He gained experience as an assistant director on films like Kkamdong in 1988. However, his first two feature films, The Moon Is... the Sun's Dream and Trio, were commercial failures. To support himself during this time, he continued writing film criticism for television and radio. His career changed in 1999 when he created the short film Judgement. These films are linked by their exploration of the futility of revenge. While the first film was a financial failure, Oldboy became a global phenomenon. Oldboy is often regarded as one of the greatest films ever made. It helped establish Park as a famous director outside of South Korea. Park has continued to experiment with different formats and technologies. In 2011, he collaborated with his brother under the brand PARKing CHANce. They produced a fantasy-horror short film called Paranmanjang, also known as Night Fishing. This project was unique because it was shot entirely using an iPhone 4. It received 150 million won in funding from the distributor KT. The film won the Golden Bear for Best Short Film at the Berlin International Film Festival. He also directed the English-language film Stoker in 2013, completing filming in 480 hours.
