History shows that the land has changed many times. Before 2003, Papua covered all of Western New Guinea. It had many different names over the years. It was called West Irian and Irian Jaya. In 2002, the province took its current name. The borders changed again very recently. In 2021, the western end became West Papua. In July 2022, three more provinces were split off. Now, Papua covers a much smaller northern area.

The administrative structure of Papua has changed significantly over recent years. Before 2003, the province covered the entire region of Western New Guinea. It was known by several different names throughout its history. It was called West Irian from 1949 to 1956. It was later known as Irian Barat from 1963 to 1973. From 1973 to 2002, the name was Irian Jaya. In 2002, the region officially adopted the name Papua.

Recent political decisions have divided the original territory into several smaller provinces. In 2001, the western end became the province of West Papua. In July 2022, three more provinces were created through further divisions. These new provinces are Central Papua, Highland Papua, and South Papua. Because of these splits, the current province of Papua covers a much smaller northern area. This area focuses on the northern belt and the islands in Cenderawasih Bay. The province is now divided into eight regencies and one city. The city of Jayapura serves as the provincial capital.

Papua holds a unique political status known as special autonomy. This status was granted under Indonesian legislation in 2002. This autonomy allows the provincial government to manage many local sectors. However, the province does not control five strategic areas. These excluded areas are foreign affairs, security and defense, monetary and fiscal affairs, religion, and justice. To support this autonomy, the province receives special funds. These funds are intended to benefit the indigenous peoples of the region.

A unique part of the government is the Papuan People's Assembly. This organization was formally created in 2001 to administer the special autonomy. It was established by the Indonesian government in 2005. The assembly is a coalition of Papuan tribal chiefs, religious leaders, and women representatives. Their task is to act as arbitrators and speak for Papuan tribal customs. The province is also governed by a directly elected governor. Additionally, the People's Representative Council of Papua serves as the regional legislature. Since 2014, this council has consisted of 69 members. This total includes 55 elected members and 14 appointed members.

The population increases at a rate of about 1.31% per year. Most people live in coastal regions, particularly near Jayapura. Jayapura is the most populated administrative division with 426,110 people. In contrast, the Supiori Regency is the least populated area. There are differences in how culture is preserved based on location. Coastal Papuans often interact more with modern influences in their daily lives. This can sometimes diminish original traditions. However, most inland Papuans still preserve their original culture and traditions. The province also manages natural resources like timber through special permits. These permits allow customary communities to manage small or large forest concessions. This system aims to give local people access to the benefits of timber production.
