To manage these changes, Rao built a specific team of experts. He wanted I. G. Patel to be his Finance Minister. Patel was a former governor of the Reserve Bank of India. However, Patel declined the position. Rao then chose Manmohan Singh, an acclaimed economist, for the role. Singh played a central role in implementing the reforms. Rao also broke tradition by appointing an opposition member, Subramanian Swamy, to a cabinet rank. He even sent opposition leader Atal Bihari Vajpayee to represent India at a United Nations meeting.
Specific reforms changed how Indian businesses and money moved. In 1992, Rao abolished the Controller of Capital Issues. This group had previously decided the prices of company shares. He also introduced the SEBI Act of 1992. This act gave the Securities and Exchange Commission legal authority to regulate markets. He opened equity markets to foreign institutional investors. In 1994, the National Stock Exchange began using a computer-based trading system. This system helped the exchange become the largest in India by 1996. He also reduced trade tariffs from an average of 85 percent down to 25 percent.
These economic changes led to very large numbers in growth. 
Before becoming Prime Minister, Rao had a long career in service. He was born on June 28, 1921, in Laknepalli village. 
Beyond politics, Rao was a man of many different interests. He was a polyglot, which means he could speak many languages. In fact, he spoke 17 different languages. He also studied literature and computer programming. In the 1940s, he helped edit a Telugu weekly magazine called Kakatiya Patrika. He died of a heart attack in New Delhi in 2004. In 2024, the Indian government awarded him the Bharat Ratna.
