He also served as the Director of Economics at the Jamaica Bauxite Institute from 1979 to 1981. He later worked for the Barbadian Ministry of Finance and Planning and as a Research Fellow.
His political journey in Barbados moved through several important roles. He was appointed to the Senate of Barbados in 1983. In 1984, he won a by-election to the House of Assembly for the Saint Peter constituency. He successfully held this seat for thirty years. In 1985, he served as a parliamentary secretary at the Ministry of Finance and Economic Affairs. By 1993, he became the leader of the Barbados Labour Party. This role made him the parliamentary Leader of the Opposition until he became prime minister in 1994.
As prime minister, Arthur focused heavily on Caribbean regional integration. He is often called the chief architect of the Caribbean Single Market and Economy, or CSME. He helped spearhead this system by signing the Revised Treaty of Chaguaramas in 2001. This treaty aimed to create a more unified economic space for the region. He also advocated for the Caribbean Court of Justice to be the final court of appeal for Caribbean countries. Furthermore, he supported the regional airline LIAT to help connect the islands. He also worked to protect the sovereignty of small nations against larger countries.
Arthur's government implemented several major domestic changes and projects. In 1995, he created a parliamentary law reform commission to advise on constitutional reform. He also sought to modernize the country's infrastructure. His administration planned to modernize both the airport and the seaport. He also started national plans to beautify business and community centers. These centers included Bridgetown, Holetown, Oistins, Speightstown, Warrens, and Wildey. He also worked to expand cultural industries and liberalize the Barbadian economy.
During his time in office, Arthur achieved significant electoral success. In the 1999 general election, his party won a record-breaking 26 out of 28 seats. He was also re-elected in the 2003 general election, winning 23 of 28 seats. One major goal of his 2003 platform was to transform Barbados into a parliamentary republic. This would replace Queen Elizabeth II with a Barbadian President as the Head of State. While he planned a referendum for 2005, other complex negotiations delayed this specific timeline. These negotiations included the Economic Partnership Agreement between CARIFORUM and the European Union.
After his time as prime minister, Arthur remained active in public life. He served as the Leader of the Opposition during two different periods. He lost the prime ministership in 2008 when the Democratic Labour Party won the election. Despite this, he was re-elected to his Saint Peter seat with 65% of the vote. In 2018, he became a professor of practice in Economics of Development at the University of the West Indies. In 2020, he was appointed Chairman of the regional airline LIAT. He also served as Chairman of the Commonwealth Observer Group during the 2020 Guyanese general election. 
Owen Arthur passed away on July 27, 2020. He died at the Queen Elizabeth Hospital in Bridgetown due to heart complications. His death was marked by a state funeral in Barbados. This included a period where he laid in state at the Barbados House of Assembly. Many people from across the Americas and the Commonwealth sent tributes to honor him. His legacy remains tied to the economic unity of the Caribbean and the development of Barbados.
