This period was known as the Ongoing Revolutionary Process. Some people called the summer of 1975 the "Hot Summer" because of many clashes. Different political groups fought for control of the country. In March 1975, Otelo helped form the Council of the Revolution. He was even briefly promoted to the rank of General. The MFA eventually gathered hundreds of military officials to plan a coup. The Estado Novo government tried to stop the plot by deploying coordinator Vasco Lourenço to the Azores. COPCON was designed to maintain order and support the revolution. It consisted of two divisions: one for information and one for operations. Otelo worked with Prime Minister Vasco Gonçalves and President Francisco da Costa Gomes. His forces supported workers in their disputes against landlords and employers. This was a major shift from the previous government's policies.

The year 1975 was a time of great political tension. Many people called this period the "Hot Summer of 1975." This name came from the many clashes between communist and non-communist groups. Otelo represented the left wing of the MFA during these internal fights. In May 1975, he was temporarily promoted to the rank of General. He also served on the Council of the Revolution and the Directorate. However, on November 25, 1975, an extreme left-wing coup attempt failed. This attempt involved members of the MFA and COPCON. As a result, Otelo was imprisoned for three months and COPCON was disbanded.

Otelo remained active in the political arena after his imprisonment. In 1976, he ran in Portugal's first presidential election. He campaigned on ideas of socialism and popular power. He received 792,760 votes, which was 16.46% of the total. This allowed him to place second in the election. The winner was the military officer António Ramalho Eanes, who received 61.59% of the votes. In 1980, Otelo founded a new political group called the Força de Unidade Popular, or FUP.

This group acted as an electoral front for various political organizations.

Later in life, Otelo faced several legal trials. He was accused of being a leader in terrorist activities. He was also tried regarding various assassinations. In 1996, the Portuguese Parliament voted for an amnesty for political crimes. President Mário Soares promoted this amnesty to encourage democratic reconciliation. This decision helped resolve legal impasses regarding far-left and far-right crimes. Otelo was eventually acquitted in trials held in 2001 and 2003. He died on July 25, 2021, and thousands of people attended his funeral.
