He is a member of the House of Norodom. He was born on May 14, 1953, in Phnom Penh. His father was King Norodom Sihanouk. His mother is Queen Norodom Monineath. His name combines parts of his parents' names. The name Norodom means "the best amongst men."

Sihamoni grew up with a deep love for the arts. He began his schooling in Cambodia at Norodom School. In 1962, he moved to Prague in Czechoslovakia to study. After leaving Cambodia, Sihamoni lived in France for nearly 20 years. He worked as a professor of classical dance. He taught at several places like the Marius Petipa Conservatory. He also started a dance group called Ballet Deva. He worked hard to help men find roles in traditional Khmer dance. In 1992, he became a representative to the United Nations. Later, he served at UNESCO in Paris. He worked to protect Khmer ballet and shadow theatre.

His name, Sihamoni, is a combination of his parents' names. His father was King Norodom Sihanouk and his mother is Queen Norodom Monineath. Sihamoni's early life was defined by his education and passion for the arts. He began his schooling at Norodom School and Lycée Descartes in Phnom Penh. During his youth, he performed in Tchaikovsky's "The Nutcracker" at the Prague National Theatre. He also studied piano and became fluent in the Czech language. He eventually graduated from the National Prague Conservatory with high marks. He later earned a Master's degree from the Academy of Performing Arts in Prague. His thesis focused on the administration of artistic schools in Cambodia.

In 1975, the Khmer Rouge took control of the country. This led to a period of genocide and great suffering. Sihamoni was tricked into returning to Cambodia in 1976 by a forged telegram. Once he arrived, the Khmer Rouge placed the royal family under house arrest. They were confined to the Royal Palace and cut off from the world. The family lived in constant fear for their lives. They were allowed very little food, often only rice and fish twice a week. They had to grow much of their own food in the palace gardens. In 1979, the family was airlifted to China for safety.

After the Khmer Rouge were ousted, Sihamoni spent many years abroad. In 1981, he moved to France to teach classical dance. He worked as a professor at several institutions, including the Marius Petipa Conservatory. He also served as the president of the Khmer Dance Association. Sihamoni founded an original dance troupe called "Ballet Deva." As its director, he created "Duel," a unique ballet style inspired by Russian ballet. This style helped men take on more prominent roles in traditional Khmer dance. He also served as the head of the Royal Khmer Cinematic Corporation.

In the 1990s, Sihamoni began a career in international diplomacy.

In 1992, the Supreme National Council selected him as a representative to the United Nations. Following the restoration of the monarchy in 1993, he became the representative to UNESCO in Paris. He held this position until he became king in 2004. During his time at UNESCO, he advocated for Khmer classical ballet. He also worked to protect shadow theatre as an intangible cultural heritage. In 2003, he was named a High Privy Counselor to his father.

Sihamoni ascended to the throne on October 14, 2004. This happened after King Sihanouk unexpectedly abdicated the throne. The Royal Council of the Throne, a nine-member body, elected him as the new monarch. Sihamoni was initially reluctant to accept the role. However, he accepted it in the national interest. His formal coronation took place on October 29, 2004, at the Royal Palace. He requested that the ceremony be modest and simple. He did not want the country to spend too much money on lavish celebrations. Because of this, he did not wear the traditional gold-and-diamond crown.

Since becoming king, Sihamoni has focused on his connection to the people. He is a constitutional monarch who balances his role with Cambodia's political developments. He often makes surprise visits to people living in the provinces and the countryside. Observers have noted his gentle touch and his closeness to the citizens. In 2014, the kingdom celebrated the 10th anniversary of his coronation. His reign represents a new era for Cambodia after years of intense conflict. He continues to support various philanthropic initiatives and cultural advocacy across the nation.
