His political career began in his hometown of Kiryat Malakhi. He was elected mayor there in 1969. In 1977, he was elected to the Knesset. The Knesset is the national legislature of Israel. Katsav joined the Likud Party and held several important cabinet positions. He served as the Deputy Minister of Construction and Housing from 1981 to 1983. He was the Minister of Labor and Welfare from 1984 to 1988. Later, he served as the Minister of Transportation from 1988 to 1992. He also held the role of Deputy Prime Minister and Minister of Tourism from 1996 to 1999.
Katsav won the presidency in a surprising political upset. He ran as the opposition candidate against Shimon Peres. On July 31, 2000, the Knesset elected him with 63 votes. This was just two votes more than the required majority of 61. He was the first Likud member to hold the office. The presidency in Israel is largely a ceremonial role. This means the president represents the state rather than running the government. However, the president does have the power to pardon prisoners or commute sentences. 
His presidency ended due to serious legal allegations. In July 2006, Katsav claimed a female employee was blackmailing him. However, the investigation soon focused on his own conduct. An employee named Orly Revivo alleged that Katsav had raped her twice. She also accused him of sexual harassment. Other women came forward with similar claims. Police eventually investigated allegations involving up to ten women. They looked into charges of rape, sexual harassment, breach of trust, and fraud. 
Katsav initially resisted the investigations. He accused the media of conducting a "witch-hunt" against him. He took a leave of absence from his duties in early 2007. In June 2007, his lawyers reached a plea bargain. Under this deal, Katsav would resign and plead to lesser charges. He would avoid jail time and pay compensation to two victims. However, the public strongly opposed this deal. Many people felt the deal was not sufficient. Katsav eventually rejected the deal and decided to fight the charges in court.
A major trial took place in the Tel Aviv District Court. The prosecution built its case using witness testimony from several women. On December 30, 2010, three judges found Katsav guilty. He was convicted of rape, sexual harassment, and obstruction of justice. The judges also noted that he had attacked the character of the victims. On March 22, 2011, Katsav was sentenced to seven years in prison. He was also ordered to pay compensation to two women. These payments totaled 100,000 NIS and 25,000 NIS.
Katsav appealed his conviction to the Supreme Court of Israel. On November 10, 2011, the Supreme Court affirmed the original ruling. He began serving his sentence at Maasiyahu Prison in Ramla on December 7, 2011. He served five years of his seven-year sentence. Katsav was released under restrictive conditions on December 21, 2016. His case remains a landmark in Israeli legal history. It showed that even high-ranking leaders must follow the law. It also highlighted the importance of women's rights in the justice system.
