Before his time as leader, he was a military officer. He rose to power through a military committee known as the Derg. This group was a Marxist-Leninist junta, which means it followed a specific type of socialist government. The Derg took control during the Ethiopian Revolution in 1974. This event ended the Solomonic dynasty, which had ruled Ethiopia since the 13th century. Mengistu's leadership changed the country's economy and political structure completely.

To understand his rise, one must look at his early military career. Mengistu was born on May 21, 1937, in Walayitta, Kaffa. He attended the Holetta Military Academy and graduated in 1957 as a Second Lieutenant.

During his service, he traveled to the United States for technical training. He attended the Savanna Army Depot in Illinois and the Aberdeen Proving Ground in Maryland. He also studied at the University of Maryland and the Combined Arms Center in Kansas. These experiences helped him become fluent in English and an expert in ordnance, which refers to military weapons and ammunition. However, he also developed strong anti-American sentiments during this time.

His path to absolute power involved removing his rivals within the Derg. In 1974, the Derg overthrew Emperor Haile Selassie following a period of drought and crop failures. Mengistu was initially a minor member of this committee. He used political intrigue and demagoguery to climb the ranks. After the death of Chairman Tafari Benti in a 1977 shootout, Mengistu became the leader. He also executed the vice-chairman, Atnafu Abate, to ensure his control. This process of purging rivals allowed him to become a dictator.

Once in power, Mengistu implemented Marxist-Leninist policies to modernize the feudal economy. He used nationalization, which is when the state takes control of private businesses. He also used land redistribution to change who owned the country's farmland. His rule was defined by intense internal conflict. One period, known as the Red Terror from 1977 to 1978, was a violent crackdown on opposition groups. This followed a failed assassination attempt by the Ethiopian People's Revolutionary Party (EPRP) in September 1976. The Ethiopian Red Terror Documentation and Research Center estimates the death toll was between 30,000 and 750,000 people.

Ethiopia also faced external threats and wars during his presidency. The Ogaden War took place from 1977 to 1978 against Somalia. This war was fought over the Ogaden, a disputed border region. Mengistu secured an Ethiopian victory with the help of allies from the Soviet Union and Cuba.

At the same time, the Eritrean People's Liberation Front conducted a guerrilla campaign to win independence for Eritrea. These multiple fronts of conflict required constant military focus and resources.

One of the most significant and tragic periods of his rule was the famine of 1983 to 1985. This catastrophic event brought his government massive international attention. Many historians and organizations link the severity of the famine to economic mismanagement and government policies. It is estimated that his government was responsible for the deaths of 500,000 to 2,000,000 Ethiopians. Most of these deaths occurred during this specific famine period. The scale of this loss remains one of the most studied aspects of his presidency.

In May 1991, Mengistu's rule came to an end. The National Shengo, which was the parliament of the People's Democratic Republic of Ethiopia, dissolved itself. This led to a call for a transitional government. Mengistu fled the country and moved to Harare, Zimbabwe. His departure brought an abrupt end to the Ethiopian Civil War. Although an Ethiopian court found him guilty of genocide in absentia, he continues to live in Zimbabwe. His life remains a complex study of how military officers can transform a nation through revolution and authoritarian rule.
