This practice meant the Master System had a smaller library of third-party games. In North America, Sega only had two third-party publishers, Activision and Parker Brothers. These agreements ended in 1989. Despite having newer hardware, Sega only captured about 10% of the Japanese market. In the United States, the console struggled against the NES. Sega even sold US distribution rights to the toy company Tonka in 1987.
While sales were difficult in North America and Japan, the Master System was a massive success in other regions. In the United Kingdom, it became the best-selling console by 1990. In that year alone, Virgin Mastertronic sold 150,000 units in the UK. This was more than both the Mega Drive and the NES. Across all of Europe in 1990, Sega sold 918,000 consoles. This total was higher than Nintendo's 655,000 units. The system also found great success in Brazil through the company Tectoy. 
Global estimates suggest the Master System sold between 10 and 13 million units. Its legacy is seen in how it helped Sega establish a global presence. The console proved that different regions have different gaming preferences. It also helped prepare the company for the next generation of hardware. The technical work done on the Master System influenced the development of the Sega Genesis. The system remains a key example of the third generation of video game consoles.
