Building this system was a very big job with a long history. Planners first thought about a rail system back in 1967. For many years, experts from America and Britain studied the best ways to build it. Some leaders even thought a bus system would be cheaper. However, Communications Minister Ong Teng Cheong believed buses would not be enough for such a small land. Because of his work, the first part of the MRT finally opened.

The MRT started small on November 7, 1987. That first stretch of the North–South Line had only five stations.

To maintain safety and climate control, all stations feature platform screen doors. These doors separate the passengers on the platform from the moving trains. The infrastructure is built using different methods depending on the location. Many early lines are elevated on concrete viaducts, which are raised structures that carry the tracks above the ground. Newer lines are largely subterranean, meaning they run through deep underground subway tunnels.

Some of these underground sections are among the longest continuous subway tunnels in the world.

The heavy rail network is composed of several distinct systems and layers. The core is the MRT system, which stays entirely within the city-state of Singapore. This connects with the Light Rail Transit (LRT) system in certain suburban towns. The LRT acts as a localized network that provides a "last mile" link. This means it carries passengers from the large MRT stations to specific HDB public housing estates.

There is also a cross-border system called the Johor Bahru–Singapore Rapid Transit System (RTS). This system will traverse the international maritime border across the Straits of Johor. It is designed to link northern Singapore with the southern Malaysian city of Johor Bahru. The RTS is expected to begin its operations by the end of 2026.

The history of the MRT began with long-term planning and intense debate. In 1967, planners first forecasted the need for a rail-based urban transport system by 1992. Extensive studies were conducted between 1972 and 1981 by various international firms from America and Britain. During this time, some government ministers opposed the plan due to high costs. They suggested an all-bus system might be 50% cheaper. However, Communications Minister Ong Teng Cheong argued that buses would struggle to compete for road space in a land-scarce country.

His dedication helped ensure the rail project moved forward into the construction phase.

Construction of the system began in stages, starting with the North–South Line. The first section officially commenced operations on November 7, 1987. This initial stretch was only six kilometres long and included five stations.

By the end of 1990, the initial system was completed two years ahead of its original schedule. Since that time, the network has expanded through many different lines. These include the East-West Line, the North East Line, the Circle Line, the Downtown Line, and the Thomson–East Coast Line. The North East Line was notable for being one of the world's first fully automated heavy rail lines.

The scale of the MRT's infrastructure and investment is immense. As of 2024, there are 143 operational stations, with 30 of these serving as interchange stations. The financial investment required to build and maintain this network is among the highest in the world. Cumulative capital expenditure on rail infrastructure reached over S$150 billion by 2021.

This includes massive costs for specific lines, such as over S$25 billion for the Thomson–East Coast Line. The network is also set for massive future growth. With 44 new stations currently under construction, the network is scheduled to double in length by 2040.

The MRT is managed through a unique regulatory framework called the New Rail Financing Framework. Under this system, the Land Transport Authority (LTA) owns the assets and oversees construction. However, the actual operation and maintenance of the lines are granted to for-profit companies. These include SMRT, a state-owned enterprise, and SBS Transit, which is owned by ComfortDelGro. This setup allows for operational synchronicity between the trains and the public bus services. Beyond transportation, the system serves a vital role in national safety. Many underground stations are designed to double as purpose-built air raid shelters. These stations use hardened concrete and reinforced steel blast doors to protect citizens during emergencies.
