He was born in Lima on March 22, 1963. His father, César Vizcarra Vargas, was a leader in the city of Moquegua. Martin grew up studying hard to become an engineer. He graduated from the National University of Engineering in 1984. Later, he also studied business at the ESAN Graduate School. These studies helped him prepare for a life in public service. He wanted to help his country through many different jobs.

Before he was president, Vizcarra worked in many local offices. He first served as the Governor of Moquegua from 2011 to 2014. During this time, he helped improve life for the people there. He also helped solve problems between mining companies and local residents. In 2016, he was elected as the First Vice President of Peru. He worked alongside President Pedro Pablo Kuczynski for a short time. He also served as the Minister of Transport and Communications.

Vizcarra is a significant figure in modern Peruvian history. His presidency was defined by efforts to fight corruption and manage national crises. He also faced intense legal and political challenges during and after his time in office.

Vizcarra's journey into politics began in his home region of Moquegua. In 2008, he led protests known as the "Moqueguazo" regarding mining payments. He traveled to the capital, Lima, to mediate this local crisis. He explained the payment issues to the Peruvian Council of Ministers. This successful mediation inspired his future political ambitions. He was later elected as the Governor of Moquegua. He served in this role from 2011 to 2014. In 2016, Vizcarra moved into national politics. He ran on the Peruvians for Change ticket as the running mate for Pedro Pablo Kuczynski. They narrowly defeated the ticket led by Keiko Fujimori. Vizcarra became the First Vice President of Peru. He also served as the Minister of Transport and Communications from 2016 to 2017. As minister, he managed the crisis following devastating floods in Peru. He also cancelled several contracts for the Chinchero International Airport in Cusco. He did this due to allegations of bribery and bureaucracy. After resigning as minister, he served as the Peruvian Ambassador to Canada from 2017 to 2018.

Vizcarra assumed the presidency on March 23, 2018. This occurred after President Kuczynski resigned from office. Upon taking power, Vizcarra promised to fight corruption in the nation. He focused on reforming the legislative and judicial branches. On April 17, 2018, he signed the Law for Climate Change. This law allowed the Ministry of the Environment to monitor greenhouse gas emissions. It made Peru the first country in South America to have a climate law.

He also organized a national referendum in July 2018. This vote aimed to ban private funding for political campaigns and prevent the reelection of lawmakers. The people accepted three of the four proposals in that referendum.

His presidency faced a major constitutional crisis in 2019. Vizcarra clashed frequently with the Peruvian Congress over anti-corruption reforms. He argued that Congress was blocking progress and risking democracy. On September 30, 2019, Vizcarra used his constitutional authority to dissolve Congress. He did this after a second vote of no-confidence against his government. This led to a period of intense political instability. A snap election was held on January 26, 2020, to elect a new legislature. However, the new Congress was led by the political opposition.

The COVID-19 pandemic arrived during his term and created new difficulties. Vizcarra instituted stay-at-home orders and issued relief funds to help citizens. However, Peru faced challenges like overcrowding and an informal economy. These factors caused the country's gross domestic product to decline by thirty percent. This economic drop increased the political pressure on his government. In September 2020, Congress began impeachment proceedings against him. They accused him of influence peddling following the release of certain audio recordings. This first attempt to remove him did not receive enough votes.

In November 2020, Congress successfully impeached Vizcarra a second time. They declared him "morally incompetent" and removed him from office. Manuel Merino, the President of Congress, succeeded him the next day. This removal caused large street protests across the country. Many people and analysts believed the impeachment was unsubstantiated. On April 16, 2021, Vizcarra was also banned from holding public office for 10 years. This was due to the "Vacunagate" controversy involving COVID-19 vaccines. Finally, on November 26, 2025, he was sentenced to 14 years in prison. This sentence was for taking bribes from construction companies while he was Governor of Moquegua.
